Patna, November 7 (Language) According to the caste survey report presented in the Bihar Assembly on Tuesday, more than one-third of the families in the state are living on an income of Rs 200 or less per day, while those living on the same income are Rs. The number of Scheduled Caste-Scheduled Tribe (SC-ST) families is about 43 percent.
Chief Minister Nitish Kumar expressed his intention to increase reservation for Other Backward Classes, Scheduled Castes and Scheduled Tribes in the state based on the survey findings and said a law to this effect is likely to be brought in the current session of the Legislature.
Nitish made this statement while participating in the discussion after a detailed report on the caste survey conducted by his government was presented in both the Houses.
The report and Nitish’s announcement come a few months before the 2024 Lok Sabha elections.
The survey report revealed that of the state’s total population of 13.07 crore, the share of Other Backward Classes (OBCs) (27.13 per cent) and Extremely Backward Class subgroups (36 per cent) is 63 per cent, while SCs and STs together constitute a little more than 21 per cent.
According to the report presented in the Assembly by Parliamentary Affairs Minister Vijay Kumar Choudhary, there are about 2.97 crore families in the state, of which more than 94 lakh (34.13 per cent) are living on a monthly income of Rs 6000 or less.
The Chief Minister said that his government is planning to provide assistance of Rs 2 lakh each to each of these 94 lakh families to carry out construction work.
He said that apart from this, his government has planned to give Rs 1 lakh to each family who does not have a house to live in for housing construction.
Nitish said, “If we (Bihar) get special category status, we will be able to achieve our targets in two to three years. Otherwise it may take more time.
The chief minister also expressed hope that the survey would force the Center to reconsider the request for a nationwide census, which he had made to Prime Minister Narendra Modi two years ago.
According to the report, the percentage of households with similar income among Scheduled Tribe households (42.91 percent) was similar to that of Scheduled Caste households (42.78 percent).

The Chief Minister said, “The quota for SC and ST together is 17 percent. It should be increased to 22 percent. Similarly, reservation for OBC should also be increased from the current 50 percent to 65 percent.
The Supreme Court has earlier fixed reservation in jobs etc. at 50 percent.
“We will take necessary steps after proper consultation,” Nitish said on the second day of the five-day winter session. “We intend to introduce necessary legislation in the current session.”
The report revealed that more than 25 percent of upper castes earn Rs 6000 or less per month.
He said the state has also improved its sex ratio as the number of females per thousand males has increased from 918 to 953.
The report also revealed many other important findings like more than 50 lakh people of Bihar are living outside the state in search of livelihood or better education opportunities.
Kayasthas were numerically very few among the most affluent Hindu upper castes, as only 13.83 percent of households in the largely urbanized community live on such incomes.
According to the report, the poverty rate in Bhumihar community was surprisingly recorded at 27.58 percent whereas it is believed that this community owns the maximum land in Bihar.
Yadavs, who are the most prominent OBC group and constitute 14 per cent of the total population, details presented in the report, said that despite rising politically, Yadavs have not been able to overcome poverty to a large extent and more than 35 per cent of the community People are poor.
Chief Minister Nitish Kumar comes from the Kurmi community and according to the survey, about 30 percent of his population is poor.
The survey also took into account the caste divide among Muslims who together constitute more than 17 per cent of the state’s population. Sayyad has the lowest poverty rate at 17.61 percent.
According to the survey, 42.91 percent of the families in Scheduled Castes are poor while the number of poor in Scheduled Tribes is 42.78 percent. language anwar shobhana
